On October 8, RM updated fans on the current situation in Peru through a lengthy letter on Weverse, the fan platform. RM stated, "The members and staff are struggling immensely because of those standing outside our hotel all day long." He added, "It’s so noisy inside the rooms that none of us can sleep properly."
The situation goes beyond simply causing inconvenience for the members. RM noted, "We are also becoming a huge nuisance to the other guests staying at the hotel." He added: "If we cannot rest and sleep sufficiently, it will affect the quality of the concerts we present to you", while asking people to stop lingering outside hotels.

The situation had already been happening since BTS arrived in Lima. Ironically, it was not caused by the Peruvian fan community, but rather by a crowd made up of some local media outlets and inconsiderate members of the public. They held livestreams right outside the hotel, encouraged more people to gather and caused chaos in the area. Some even said during their livestreams that they did not know who BTS were and made BTS and ARMYs the subject of ridicule.
Although Peruvian ARMYs had been doing their best from the very beginning to stop the situation and calling on these people to leave, it eventually escalated to the point where RM had to speak up himself. Faced with the situation, local authorities could no longer turn a blind eye and were forced to take appropriate measures.
Lima Mayor Renzo Reggiardo officially requested that the Peruvian National Police strengthen security around the hotel where the BTS members are staying. He expressed concern over the difficulties the artists have been facing in getting enough rest due to the large number of people gathering outside the hotel.
Mayor Reggiardo stressed that ensuring BTS have the necessary time to rest is of the utmost importance, allowing the group to be properly prepared and deliver the best possible performances for fans in Peru.
He also announced that the Lima Metropolitan Municipality, in coordination with the National Police and the Urban Transport Authority (ATU), had implemented a security and transportation plan for the concerts. The plan includes 180 dedicated buses to help transport concertgoers after the shows end.
Finally, the mayor sent his best wishes to BTS and the ARMY community, while affirming that he would continue to closely monitor the concerts and ensure that fans can safely make their way home.
Although the local authorities only took stronger action after RM personally spoke up, the move at least gives fans some reαѕѕurance that BTS’ privacy and safety are now being protected by law.

Notably, this is not the first time BTS’ privacy has been violated during the ARIRANG World Tour. Just three months ago, V also had to ask fans to refrain from visiting the hotel during BTS’ European tour. Back in July, V stated on Weverse, "I am deeply grateful for your warm welcome, but if possible, I would appreciate it if you could refrain from coming to the front of the hotel."
V’s reason at the time was not much different from what RM has said now. He explained: "Partly because I prefer not to share where I am staying, and partly because it affects my condition for the concert, I am asking for your cooperation."

He added that a tour is not merely a routine of commuting between venues and hotels. Emphasizing that exploring local cuisine and strolling the streets to comfortably experience each country are precious moments for him, he asked for understanding and consideration.
At the time, V even emphasized once again: "I hope there won't be visits to the front of the hotel in the future." However, many inconsiderate individuals failed to listen to what V had said, and it could also be argued that some people in Lima deliberately caused chaos in an attempt to ruin BTS and ARMYs’ time there.
With the Lima authorities now officially stepping in, ARMYs are hoping that the BTS members can have the privacy and rest they need during the remainder of their stay!
